Technical expertise
From 2021-22 Caroline was appointed member of a select panel of Independent Experts who engaged with State representatives to draft a new Recommendation on “preventing and combating trafficking in human beings for the purpose of labour exploitation” for the Council of Europe Steering Committee on Human Rights (CDDH). The CDDH adopted the draft recommendation at its meeting in June 2022.

Research on migrant worker safeguarding
Caroline led research engaging with migrant workers in seasonal agricultural work for the first time in the UK, to understand their experiences of work and risks of exploitation. This seminal report was produced for FLEX and Fife Migrants Forum and funded by the Scottish Government. It identifies a range of recommendations to improve protections for workers on the UK Seasonal Worker Visa directed at government, trade unions and industry.

Strategic responses to labour exploitation
Informed by the findings of research into worker participation and power she conducted in 2021-22, Caroline established a Worker Support Centre for workers on the Seasonal Worker Visa in Scotland in May 2022. This service is fully funded by the Scottish Government, offers support to all workers on the scheme and outreach is led by former seasonal agricultural workers.

High level policy and advocacy
From 2021-22, Caroline led research into temporary migrant agricultural worker representation and power in Ireland, Brazil, Canada and Germany. This work was shared with decision makers in Scotland and led to the Scottish Government funding its first ever Worker Support Centre for workers on the Seasonal Worker Visa.

A book about the inspirational women that live in Highland Perthshire for the schools of Perth and Kinross. Published with the Birnam Book Festival and distributed to all schools in Perth and Kinross by Perth and Kinross Council.
